Project Brief

This parceling plan combines residential, office, hotel, and retail spaces with high-rise towers and open green areas for residents, workers, and visitors. Abdali’s goals included developing a network of roads and infrastructure to support key urban anchors—retail, offices, residential, and leisure—and creating a central Green Park Area as the vibrant heart of the downtown.

Project Description
The Boulevard is the mixed use artery of Amman’s new downtown. It includes hotels, offices, residences, retail uses and was designed to attract a flow of pedestrians intrigued by its programmatic variety. The project is currently one of the most successful public spaces in Amman, and is adopted by local communities as a focal point for commercial and civic activities.
The Brief
Abdali Boulevard Company aimed to achieve two objectives:
• Creating a prime pedestrian experience in Amman
• Developing a district that is economically attractive to investors coming from multiple industries (hospitality, corporations, retail, etc.)
Our Response
Laceco responded to the above objectives by:

• Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings
• Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds
• Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development
• Conducting value engineering and cost optimization studies to preserve economic viability of the development

Our Response

Laceco responded to the above objectives by:

Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings.

Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds.

Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development.

Conducting value engineering and cost optimization studies to preserve economic viability of the development.

Our Response

Laceco responded to the above needs by:
Providing the traffic impact study and simultaion for all roads including queen Noor overpass, to insure the proposed roads network is well integrated within the existing  area and help improve the overall traffic level of service for Amman downtown.


Designing a roads network of total length 12km consisting of collectors and local roads while integrating it in a high pedestrian occupancy area respecting the high safety requirements and accessibility to different facilities.


Implementing grey water recycling inside all developments within the project in view of the water shortage and scarcity in Amman.


Designing domestic water networks, fire hydrants independent loops (one serving the downtown streets and the second serving the Park Area), sanitary sewage and storm water drainage networks.


Designing a central automatic irrigation network for the streets and Park area,
Designing medium/low voltage distribution networks, including the related MV/LV package substations, street and landscape lighting.


Designing security/telecom/fire distribution networks including inspection hand-holes and duct-banks.


Providing concept and preliminary design for district heating and cooling plant (65,000 TR) and around 40km of buried networks.


Providing concept design for district gaz network.  

Interesting facts:
Abiding to the requirements of the Jordanian code for fire protection and firefighting and Jordanian Civil Defense requirements, be it for public or private spaces.


Implementing District water cooling and heating networks, and central plant, for the first time in Amman.
