Project Brief

Scope: Master plan for 45,000-population new downtown district: mixed-use pedestrian development, Abdali Mall (open-air shopping center), high-rise office towers, upscale hotels, residential quarters, and modern convention center. Strategic advisory on development strategies, PPP structuring, and investor attraction. Transportation and infrastructure coordination with Amman Municipality. Challenge: Achieve three Abdali objectives: execute Jordan's first successful land-based PPP at scale, generate significant economic development opportunities for Amman, and deliver target returns for investors. Create compelling new city center that attracts both residents/visitors and institutional capital. Introduce new real estate typologies (high-rise offices, upscale hotels, open-air mall) to Amman market with unproven demand. Functionally integrate large private development with municipal infrastructure and transportation systems. Approach: Strategic advisory on development strategies enabling project objectives - particularly PPP structuring for Jordan context. Master plan and development briefs served as basis for investor attraction - translating urban vision into bankable investment opportunities. Master plan introduced new typologies (residential, commercial, retail, office) elevating Amman's real estate market standards. Urban design identified powerful center toward which neighborhoods gravitate - establishing genuine downtown rather than isolated development. High-quality public realm (particularly Abdali Boulevard) successfully attracted residents and visitors - creating activated urban environment. Transportation and infrastructure schemes developed in collaboration with Amman Municipality ensured functional integration between private development and city systems. Status: Completed

Project Description
The Boulevard is the mixed use artery of Amman’s new downtown. It includes hotels, offices, residences, retail uses and was designed to attract a flow of pedestrians intrigued by its programmatic variety. The project is currently one of the most successful public spaces in Amman, and is adopted by local communities as a focal point for commercial and civic activities.
The Brief
Abdali Boulevard Company aimed to achieve two objectives:
• Creating a prime pedestrian experience in Amman
• Developing a district that is economically attractive to investors coming from multiple industries (hospitality, corporations, retail, etc.)
Our Response
Laceco responded to the above objectives by:

• Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings
• Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds
• Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development
• Conducting value engineering and cost optimization studies to preserve economic viability of the development

Laceco responded to the above objectives by:

Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings.

Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds.

Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development.

Conducting value engineering and cost optimization studies to preserve economic viability of the development.

Our Response

Laceco responded to their objectives in several ways.

Firstly, by advising the client on development strategies that would enable achieving the project objectives.

Secondly, by developing a master plan and development briefs that were used as a basis for attracting investors into the project. The master plan introduced new typologies of residential, commercial, retail, and office spaces into Amman‚ market.

Thirdly, by designing a project that identified a powerful center for the city and towards which neighborhoods gravitated.

Fourthly, by designing a project that promoted a high quality public realm, and successfully attracting residents and visitors to the area.

Finally, by developing transportation and infrastructure schemes in collaboration with Amman‚ municipality, leading to a successful functional integration between project and city.
