Clean power to Lebanon

Project description

In parallel with the Lebanese Government’s strategy for upgrading the power generation infrastructure and in order to fill the gap during the planned rehabilitation of existing power plants and the construction of new ones, the Lebanese Council of Ministers signed a contract with a Turkish company, Karpowership, for the supply of power through two powerships that will operate in the vicinity of the existing Zouk and Jiyeh Power Plants.

Because the geographic location of the two powerships is characterized by an environmentally sensitive ecosystem as a result of the existing industrial facilities and corresponding emissions to the various matrices of the environment, it was essential to control the operations of the two powerships to make sure they are environmentally friendly.

The brief

Karpowership aimed to achieve four objectives:

  • The implementation of environmental monitoring practices in accordance to the recommendations of the EIA study approved by the Ministry of Environment;
  • The assessment of the performance and efficiency of the major project components that are associated with potential environmental impacts;
  • The prompt identification of any negative impacts on the environment so that proper measure/s could be taken to limit the extent of such impacts.

 

Our response

Laceco responded to the above objectives by:

  • Preparation of a quality assurance and quality control plan summarizing all sampling procedures, contamination control measures, lab accreditations and standard methods, equipment calibration and maintenance, data management system.
  • Carrying out field sampling and analysis (in the field or in the laboratory) for such parameters as sediments, ambient air, stack emissions, noise, waste water, solid waste, health and safety in accordance to the frequency set in the environmental monitoring plan recommended by the Ministry of Environment
  • Evaluation and assessment of the resulting monitoring data in terms of compliance with the applicable local and international standards and in comparison to the existence baseline Reporting any alarming problem to the operator
  • Preparation of environmental monitoring reports

 

Interesting facts

  • The project team carried out extensive research to come up with an air pollution control system for mitigating the NOx emissions from the powerships stacks without compromising the power production process efficiency
